Project Background


Water supply in Kenya remains disrupted by varied challenges ranging from technical supply network and the rising number of consumers (population growth and refugees). Further, the water administrations of municipalities have to cope with increasing water demand, low water levels experienced annually & draught in some seasons, not to mention that the country suffers from a correspondingly precarious sewage situation. This calls for Integrated Water Resource Management (IWRM) which is an internationally recognized instrument for water administrations, water distributors, sewage operators and part of the BIWAC Project.

The BIWAC project takes into account these challenges and offers a sustainable approach to an improved water sector. In this project, BIWAC has been training skilled staff to become trainers and help improve the water supply and waste water treatment in the Kenyan water sector.

The project has helped training institutions to improve their competence in implementation of sustainable, efficient and needs-driven training system. This is upon the realization that service providers and companies in the water sector have a good number of university-trained managers and technicians, technical skill level of staff operating water service providers and companies.

Who We Are

The Bavarian Institutional Water Cooperation (BIWAC) project is cooperation between:

  • Bavarian government
  • Bfz
  • Technology Transfer Water (TTW)
  • Bavarian School of Public Administration (BVS)
  • Kenya Water Institute KEWI
  • Water Service Providers Association WASPA

BIWAC was launched in Nairobi, Kenya in June, 2018. It provides consultancy and training for trainers, experts and skilled workers in the water sector, as well as water suppliers and municipal wastewater companies .

The BIWAC project encompasses three phases;

BIWAC I
  • Meeting of partners
  • Identifying gaps in Kenya
BIWACII Training of Trainers (TOT1)
  • - Methodical and didactical basics
  • - Development of Basic course
Objectives:
  • -Create provable learning objectives
  • -Create lessons action-oriented and develop a lesson plan (trainer’s guide)
  • -Select and create training material for learning units
Training of Trainers (TOT2)
  • - Development of the water and wastewater course.
  • - Trainer Assessment( To see if one can teach based on basic course)
BIWACIII Modules
  • - Implementation of pilot courses in Nairobi & Kisumu
  • - Examination and certification
  • - Handbook, study tours & specialized courses

TOT components


The objective is to train Kenyan water sector skilled staff to become trainers for the operators and workers on the utilities or in their companies. As such, we employed below modules:

BIWAC I & II Achievements

  • 1. Identification of key issues in the water sector
  • 2. Developing solutions to address key issues in water by enabling Kenyan Water Sector institutions to train and qualify skilled workers for operation of water supply and waste water utilities.
  • 3. 34 trainers from public and private sectors have been qualified and certified as BIWAC trainers
  • 4. Development of technical courses to enhance knowledge on water and waste water have been conducted

  • 5. Training equipment selected, acquired and donated to KEWI and WASPA
  • 6. A Curriculum for basic, water and waste water courses has been developed by the trainers
  • 7. 3 German companies Wilo, Hawle and Aquaba )

BIWAC III will focus on implementing the pilot courses by BIWAC certified trainers we from KEWI, WASPA, and private companies. They will provide training and capacity building assistance in the water and waste water. They will engage participants in a comprehensive, multi-day distributive learning process that builds their knowledge and skills required to effectively improve water supply and wastewater.

The program is delivered via a variety of interactive methods.

Beneficiaries of the program

The ideal benefactors of the BIWAC project are water industry suppliers and municipal waste water companies: managers, technical level skill staff members, consultants, technicians and academicians who have control over services and processes that use water either directly or indirectly in a way which change water supply or quality.
